This sweet duo was surrendered due to no fault of their own to a rural shelter in Virginia – and they are only 3 months old. Rural shelters often have low resources, low foot traffic, and higher euthanasia rates – and are no place for young puppies who need TLC and a safe environment to grow and socialize.
